There are many cities in Southern California that require either a pre-sale inspection report, or specific inspections and city building department approval  for the sale of a house or the transfer a real estate. Most will charge a fee for this inspection report; an inspector will review all permits on their file regarding the property you are selling. This is where many times problems come up of which the most common that I have seen are roofs performed without required permit, windows changed, garage conversions into sleeping quarters or for any other purpose, bathrooms, additions, kitchen up grades, patio covers or converted into living areas, changed electrical panes, change of laundry areas, and many more things that probably where done throughout many years. When a city inspector sees there are no finalized permits on file for these changes a report against the property and owner will be filed.

This report will have to be addressed and corrections must be performed in order to obtain city approval and clearance. Most sellers and many real estate agents are unaware of this requirement; it usually will come up right before closing since lender will not fund the buyer’s loan until it is cleared and bringing the property to current city building code requirements. I have seen some cities record on title a substandard condition notice and it will stay there until corrected by owner or after some time they may decide to perform the correction and put their cost as a lien against the property, it will not be cheap and for sure not free.
